A Microsoft Partner Center membership in the Microsoft AI Cloud Partner Program is paid at checkout with a card or, where approved, a post-invoice wire transfer. This guide explains what you need before you buy, how the sign-up and checkout flow works, and how to troubleshoot a declined card using a Coinepay virtual card.

Before you start: an important card rule

Microsoft directs membership buyers to use a standard credit or debit card from a recognized financial institution and states plainly that prepaid and Revolut cards are not valid for membership checkout. If a prepaid card is used, Microsoft shows error HIT_RSK_2100039; a Revolut card returns 2100037.

Coinepay does not publish whether its virtual card is prepaid, debit or credit, and we cannot claim it will satisfy this rule. Before you buy, contact Coinepay support to confirm your card meets Microsoft's requirement for this purchase. Doing this first saves you a failed checkout and a possible authorization hold.

What you need

  • A verified Partner Center account in the Microsoft AI Cloud Partner Program, with the partner-admin role so you can manage membership.
  • A Microsoft billing account and billing profile. A global admin must link or create these before any membership purchase. The Billing profile page lives in Partner Center's Account settings workspace.
  • A Coinepay virtual card with its number, expiry date and CVV, created in the Coinepay app after you register and complete identity verification (KYC).
  • Your real billing address and postal code exactly as they appear on your Coinepay account.
  • Enough available balance on the card to cover the offer price plus any tax.

To set up Coinepay, create an account, finish KYC, and generate a card from the dashboard or the iOS app or Android app.

Check the price and your region first

Membership offers are billed annually. At the time of writing (October 2026), Microsoft's published USD prices include Partner Launch Benefits at US$350/year, Partner Success Core Benefits at US$925/year, and Partner Success Expanded Benefits at US$4,125/year. The Solutions Partner designation is listed at US$4,875, while ISV Success is free in year one and US$1,550 from year two. Taxes may apply and local-currency amounts are converted at checkout, so always confirm the exact charge and tax on the Microsoft Partner Center membership overview page before you pay.

Two regional checks matter:

  • New program purchases have been unavailable since June 1, 2024 in 17 countries and territories, including Russia, Guam, Greenland and American Samoa.
  • Microsoft lists around 80 countries and territories where membership card payments are unsupported, including Andorra and Belarus; India and Ukraine are now card-enabled. Where cards are unsupported, the existing prepay-wire option or an approved post-invoice wire transfer applies instead.

If your account is in a card-enabled region and card payment is offered at checkout, you can proceed with the steps below.

Step-by-step: pay at checkout

  1. Sign in to Partner Center with your partner-admin account.
  2. Confirm your billing account and billing profile are in place under Account settings → Billing profile. Create or link them if they are missing.
  3. Go to Membership → Membership offers and choose the offer you want.
  4. Select Buy now and accept the agreement presented.
  5. Proceed to the payment checkout and review the order, including the amount and tax.
  6. Add your Coinepay card: enter the card number, expiry date and CVV, and the cardholder name and billing address exactly as held on your Coinepay account.
  7. Submit the order. If a 3-D Secure prompt appears, approve it in the Coinepay app or via the confirmation method your card uses.
  8. Wait for the confirmation. Your invoice becomes available under Bills and Payments.

To update or replace the default card later, the checkout link opens the Azure portal, where the card can be edited or deleted.

Troubleshooting a declined card

Insufficient balance

If the card lacks enough to cover the full price plus tax, the charge fails. Check your available balance in the Coinepay app and top up before retrying. Remember the annual fee can be large for higher tiers.

Billing address or postal code mismatch

The message "Your order was declined. Verify your information" can appear when the billing address or postal code does not match the card. Re-enter the address exactly as it is stored in your Coinepay account, with the matching postal code, and try again.

3-D Secure not completed

If an identity verification step is not approved in time, the payment stops. Keep the Coinepay app open during checkout so you can confirm the prompt promptly, then resubmit.

Prepaid or Revolut card rejected

Error HIT_RSK_2100039 indicates a prepaid card and 2100037 indicates a Revolut card, neither of which Microsoft accepts for membership. If you see these, do not keep retrying the same card. Contact Coinepay support to confirm whether your card type is eligible for this merchant.

Payment error 715

For payment error 715, Microsoft advises waiting and retrying after 24 hours. Avoid repeated immediate attempts, which can trigger an authorization hold when a transaction is declined after the card is authorized.

Merchant region check

If your account is in a region where new purchases are unavailable or card payments are unsupported, no card will work. Use the approved wire-transfer route Microsoft offers for your market, or confirm your account's eligibility on the membership pages.

Authorization holds and refunds

When Microsoft declines a transaction after the card is authorized, it may place a temporary authorization hold. These holds generally clear on their own; check your Coinepay transaction list, and if a hold does not release in a reasonable time, reach out to Coinepay support.

If you need to cancel, Microsoft allows a cancellation or refund request within 30 days of purchase, provided no benefits were activated or used and no product keys were viewed. Eligible card orders can be canceled with Cancel order in Membership Offers; the refund returns to the original card and may take up to 30 days. Wire-transfer refunds require a support ticket with Microsoft.

Keep good records

Download your invoice from Bills and Payments and keep your Coinepay transaction record together for your accounts. If you manage several Microsoft offers or other business spend, you can issue separate Coinepay virtual cards and set custom spending limits per card to keep each purchase easy to reconcile.

For anything specific to your Coinepay card — eligibility for a given merchant, balance, limits or holds — check the Coinepay app or contact support through the help center or on Telegram. For plan prices, availability and the latest offer changes, rely on Microsoft's official Partner Center pages, as those details change over time.

FAQ

Can I pay for a Microsoft Partner Center membership with a Coinepay virtual card?

You can attempt it at the Partner Center checkout, but Microsoft states that prepaid and Revolut cards are not valid for membership and asks for a standard credit or debit card from a recognized institution. Coinepay does not publish its card type, so contact Coinepay support to confirm your card is eligible before you buy.

Why was my card declined with "Your order was declined. Verify your information"?

This usually means the billing address or postal code entered does not match your card. Re-enter the address and postal code exactly as held on your Coinepay account and try again. If it persists, confirm your card details with Coinepay support.

What do errors HIT_RSK_2100039, 2100037 and 715 mean?

HIT_RSK_2100039 indicates a prepaid card and 2100037 indicates a Revolut card, neither accepted for membership. Error 715 is a general payment error for which Microsoft advises retrying after 24 hours rather than repeatedly.

How much does a Partner Center membership cost?

At the time of writing (October 2026), Microsoft's USD prices include Partner Launch Benefits at US$350/year, Partner Success Core at US$925/year and Partner Success Expanded at US$4,125/year, with taxes possibly added. Always confirm the exact amount and local-currency conversion at checkout on Microsoft's official membership page.

Can I get a refund if the purchase was a mistake?

Microsoft allows a cancellation or refund request within 30 days of purchase if no benefits were used and no product keys were viewed. Eligible card orders can be canceled with Cancel order in Membership Offers, and the refund returns to the original card, which may take up to 30 days.
