If you want to publish apps on Huawei's AppGallery, you first create a developer account and, when you need them, activate paid AppGallery Connect services. This guide explains what you need, how the sign-up and payment flow works, and how to use a Coinepay virtual card for the paid parts. It also covers the most common reasons a card is declined at checkout.
One thing to clear up first: the AppGallery developer account (your HUAWEI ID plus identity verification) is separate from paid AppGallery Connect project services, and separate again from purchases AppGallery users make. Huawei does not publish a single, generally applicable registration price for the developer account in every market, so this article focuses on where you add a card and how to pay reliably when charges do apply.
What you need before you start
- A verified Coinepay account. You must register and complete identity verification (KYC) before you can create and use a virtual card. You can create a Coinepay account and finish verification in the iOS app or Android app.
- A Coinepay virtual card with its card number, expiry date and CVV, which are issued instantly and visible in your dashboard.
- Your real billing details (name, address, country) that match your Coinepay account. Use your genuine identity throughout.
- Enough balance on the card to cover any charge plus a small verification debit (more on that below).
Services related to virtual assets are not available to residents of mainland China, and some services are not available in every jurisdiction. Check the Coinepay app to confirm availability for your region.
Step 1: Create your HUAWEI ID and developer account
- Go to the Huawei Developer site and create a HUAWEI ID if you do not already have one.
- Complete online identity verification to turn the HUAWEI ID into a developer account. Huawei's account agreement describes ID registration and identity verification rather than a one-click paid checkout, so expect to submit personal or company details here.
- Sign in to AppGallery Connect and create your app project.
Huawei states that registration and app publishing are free for students under its academic program, but that does not set the price for every applicant. If you are unsure whether a registration fee applies in your country, confirm it on Huawei's official developer pages before you expect a charge.
Step 2: Understand what you are actually paying for
For AppGallery Connect project service bundles, Huawei documents a Free plan and a Pay-as-you-go plan. These are the two project service options, not two priced tiers of the developer account itself. With the Pay-as-you-go plan, charges begin only after you exceed the applicable free quota, and they depend on which services you use and how much.
As an illustration only (not an account fee), Huawei's published HMS Core schedule lists Site Kit keyword search at US$22.50 per 1,000 calls for the first 100,000 monthly calls and US$18 per 1,000 for the next band, seen at the time of writing (October 2026). Local checkout amounts for the US, UK, EU and China are not published there, and Huawei notes prices can change and that you are notified before ordering. Always check Huawei's official pricing page for current figures that apply to your account.
Step 3: Set up payment and add your Coinepay card
Payment authentication and a payment currency must be set before you can activate paid services. Here is the general flow inside AppGallery Connect:
- Open your project and go to Development and services → Project settings → Project plan.
- Choose Upgrade to pay-as-you-go plan for an eligible project.
- Complete the payment authentication step and set your payment currency when prompted.
- When adding a card, enter your Coinepay virtual card number, expiry date and CVV, and the billing name, country and address exactly as they appear on your Coinepay account.
Note on how Huawei charges cards under its Partner Paid Service Agreement (updated January 13, 2026): the agreement permits online and/or offline account top-ups depending on your registration location, and permits corporate credit-card payment in certain countries by invitation only. Top-up balance is used first, then an available card. For an invited partner, the card is charged when the balance reaches a US$500-equivalent threshold or every seven calendar days, whichever comes first. Huawei also describes a one-unit-of-currency verification debit that is refunded after the card is deleted. Because accepted card networks and local top-up instruments are not published, contact Coinepay support to confirm your card meets Huawei's requirement before you rely on it, and keep enough balance for that threshold-based charge.
Step 4: Check your bills and balance
You can review spending in two places:
- Project bills: Development and services → Project settings → Project bills.
- Account bills and top-up: Account center → Fees → Account overview.
Because charges may accumulate and then post at the threshold or seven-day cycle, top up your Coinepay card ahead of time so a scheduled charge does not fail.
Troubleshooting: card declined or payment failed
Huawei's agreement says a purchase fails if both your top-up balance and your card are unavailable. Work through these common causes:
Insufficient balance
Confirm your Coinepay card has enough to cover the charge plus the small verification debit. If Huawei charges at the US$500-equivalent threshold, a card funded for only a small amount can be declined. Top up in the Coinepay app and retry.
Billing address mismatch
The billing name, country and address you enter must match the details on file for your Coinepay card. A mismatch is a frequent cause of declines. Open your Coinepay dashboard, copy the exact details, and re-enter them.
3-D Secure / payment authentication
Huawei requires payment authentication before paid services activate. If an extra verification step appears, approve it promptly in your Coinepay app and keep notifications enabled so you do not miss it.
Merchant region checks
Huawei's developer agreement (updated May 29, 2026) groups the US, UK and EU countries in one contractual region, with mainland China and Russia handled separately. Being listed in a region does not guarantee that every paid service or payment method works there, and the corporate card option is invitation-only in some countries. If a card is rejected for regional reasons, verify your account's registration location and payment currency, and confirm which top-up or card methods your region supports on Huawei's official pages.
Still failing
If the card keeps declining, contact Coinepay support to confirm the card is active and nothing on the Coinepay side is blocking the charge. You can also reach the team on Telegram. Avoid repeated retries that could trigger extra fraud checks; Huawei warns that fraud or a card chargeback can lead to an account freeze or closure.
Cancelling and refunds
To stop paid usage, switch your project back to the Free plan under Project settings → Project plan → Downgrade to free plan; Huawei says the change takes effect immediately. The paid-services agreement also allows a partner to stop using paid services at any time. On refunds, Huawei states that used paid services are non-refundable, though a partner may apply to recover a remaining account balance after paying amounts due, subject to Huawei's review and any remittance costs. Review Huawei's current agreement for the terms that apply to you.

FAQ
Does a Huawei AppGallery developer account cost money?
Huawei does not publish a single, generally applicable registration price for every market; its account agreement describes ID registration and identity verification. Separate paid AppGallery Connect services are charged based on usage. Check Huawei's official developer and pricing pages for the amounts that apply to your account.
Where do I add my Coinepay card in AppGallery Connect?
Open your project, go to Development and services → Project settings → Project plan, choose Upgrade to pay-as-you-go plan, complete payment authentication, set a payment currency, and enter your Coinepay virtual card number, expiry and CVV with matching billing details.
Why was my card declined at Huawei checkout?
Common causes are insufficient balance for the charge plus a small verification debit, a billing address that does not match your card, an unapproved 3-D Secure step, or regional and invitation-only payment restrictions. Fix the detail and retry, or contact Coinepay support.
How is my card charged for Huawei paid services?
Under Huawei's Partner Paid Service Agreement, top-up balance is used first, then an available card. For an invited partner the card is charged at a US$500-equivalent threshold or every seven calendar days, whichever comes first, with a one-unit verification debit refunded after the card is deleted.
Can I cancel and get a refund?
You can downgrade to the Free plan under Project settings → Project plan → Downgrade to free plan, effective immediately. Used paid services are non-refundable, but you may apply to recover a remaining account balance after paying amounts due, subject to Huawei's review.
