If you live or run a business in the Maldives, you have probably watched a foreign website reject a perfectly good card. The money is there, but the payment for an AI subscription, a software plan or an advertising top-up still fails. This guide explains why that happens and how a Coinepay virtual card can give you a dedicated way to pay international merchants online.

Why cards issued in the Maldives often get declined abroad

Several things specific to the Maldives can cause a foreign payment to fail, even when your balance is healthy:

  • International payments disabled by default. Many locally issued cards are switched off for foreign or online use until you enable that function in your banking app.
  • Foreign-currency rules. Under the Foreign Currency Act, transactions inside the Maldives generally must be offered and settled in Maldivian rufiyaa (MVR), with listed exceptions such as international transactions and payments from tourists. The Act was amended effective 1 September 2026, so the detail of what is allowed can change.
  • Shared foreign e-commerce budgets. Effective 13 September 2026, Bank of Maldives (BML) introduced shared daily merchant and category budgets for international e-commerce on MVR cards. A payment can fail when a budget is exhausted for the day even if you still have funds; BML says those budgets reset at 7:00 a.m. and suggests retrying the next day.
  • Per-customer caps and product limits. BML has described a 30-per-month international e-commerce transaction cap per customer, and separate monthly foreign e-commerce limits on specific products — for example a USD 250 monthly foreign e-commerce limit on MVR debit cards, with a higher exception for hotel, airline and medical payments. Online travel and accommodation payments have also been limited to three transactions per customer per three-month period.
  • Merchant region checks. Some global services match your card's issuing region against your billing address or account country, and reject mismatches.

These are examples of bank and country rules, not a complete list, and they change. Always check your own bank's current terms. A Coinepay virtual card is a separate, dedicated tool for paying international merchants online — it does not override Maldivian law, and you should keep using your card within the rules that apply to you.

What a Coinepay virtual card gives you

Coinepay issues virtual cards with an instant card number, expiry date and CVV that you manage entirely from the dashboard or the mobile app. People use Coinepay cards to pay for advertising, AI subscriptions, software and online shopping. Businesses can issue a dedicated virtual card for each advertising account — for example Facebook, Google or TikTok — and set a custom spending limit per card, which keeps ad spend organised and easy to reconcile.

Card issuance and fund services are provided by licensed partner financial institutions. You must register and complete identity verification before using card services, and some services are not available in every jurisdiction.

How to get your Coinepay virtual card

  1. Register. Create an account from the Coinepay sign-up page, or download the app from the App Store or Google Play.
  2. Complete identity verification (KYC). Use your real name and details and have an official ID ready. Your Maldivian address should include the house or building name, the island or district and atoll, and the five-digit postcode after the locality, so it matches your documents.
  3. Create a virtual card. Once verified, open the card section and generate a card. The number, expiry and CVV appear instantly in the app.
  4. Add funds. Top up your card from the dashboard. The funding options available to you are shown in the app; follow the on-screen steps to load a balance before you check out.

Using the card at an international checkout

  1. At the payment step, choose to pay by card.
  2. Enter the card number, expiry date and CVV from your Coinepay app.
  3. For the billing address, use your real Maldives address exactly as it appears in your Coinepay profile.
  4. Approve any confirmation prompt, then check the app to confirm the charge went through.

For recurring subscriptions, make sure the card keeps a sufficient balance before each renewal date so the service is not interrupted.

Popular services people in the Maldives pay for

  • AI tools such as ChatGPT Plus, Claude Pro and other AI assistants and APIs.
  • Software and cloud subscriptions — design, productivity, developer and hosting plans.
  • Advertising platforms like Facebook, Google and TikTok Ads, including a separate card per ad account for businesses.
  • Online shopping and digital marketplaces that bill in foreign currency.

Prices and plan names on these services vary by region and change often, so check each provider's official pricing page before you subscribe. For international trade, businesses can also pay overseas suppliers and settle in partners' local currencies with compliant transaction records.

Troubleshooting a declined payment

If a charge fails, work through these checks:

  • Confirm the balance. Make sure the card holds enough to cover the full amount plus any currency conversion the merchant applies.
  • Re-check the details. A single wrong digit in the card number, expiry, CVV or billing postcode will cause a decline.
  • Match the billing address. Use the same address that is on your Coinepay profile and ID.
  • Watch for 3-D Secure prompts. Complete any verification step the merchant or app requests.
  • Check merchant restrictions. Some merchants restrict certain card types or only accept cards issued in specific countries. If a merchant states such a requirement, contact Coinepay support to confirm your card meets it before you buy.
  • Try a different supported service. If one merchant consistently blocks the payment, the issue may be on their side.

Remember that a decline on a Maldives bank card may be caused by the local rules above (a shared daily budget that reset at 7:00 a.m., a monthly cap, or international use being switched off) rather than by anything wrong with your Coinepay card. If your Coinepay card itself is not working after these checks, reach out to Coinepay support or the Telegram channel; the team is available 24/7.

Staying compliant

Use your real identity and real billing details for every payment, and keep your spending within the foreign-currency rules that apply in the Maldives. Coinepay screens customers and counterparties against sanctions lists, and some services related to virtual assets are not available in every jurisdiction. Following the merchant's terms and your local regulations is the surest way to keep your payments going through smoothly.

FAQ

Why does my Maldives bank card get declined on foreign websites?

Common reasons include international payments being switched off by default, foreign-currency and online spending limits, shared daily e-commerce budgets and per-customer caps on MVR cards, and merchant checks that compare your card's region with your billing address. These are bank and country rules that change over time, so check your bank's current terms.

How do I get a Coinepay virtual card in the Maldives?

Register on the Coinepay website or app, complete identity verification with your real ID and address, then generate a virtual card. The card number, expiry date and CVV appear instantly, and you add funds from the dashboard before paying.

What can I pay for with a Coinepay virtual card?

You can pay international merchants for AI subscriptions, software and cloud plans, advertising platforms such as Facebook, Google and TikTok, and online shopping. Businesses can also issue a separate card per ad account with its own spending limit.

What should I do if a payment is still declined?

Check your balance, re-enter the card and billing details, match the address on your Coinepay profile, and complete any 3-D Secure prompt. If a merchant restricts card types or issuing countries, contact Coinepay support to confirm your card meets the requirement before buying.

Does a Coinepay card let me get around Maldivian foreign-currency rules?

No. A Coinepay virtual card is a separate way to pay international merchants online, but it does not override the Foreign Currency Act or any local limits. Always use your real identity and spend within the rules that apply to you.
