If you live or run a business in Azerbaijan, you have probably tried to pay for an international subscription — an AI tool, a software plan, an advertising account or an online store abroad — only to see the payment declined. The card is valid, the balance is there, yet the checkout fails. This guide explains why locally issued cards are often rejected on foreign websites, and how a Coinepay virtual card gives you an instant card number, expiry date and CVV you can use for international online payments.

Why Azerbaijani cards are often declined abroad

A decline usually has nothing to do with your balance. The most common causes for cards issued in Azerbaijan include:

  • International or online payments disabled by default. Many locally issued cards ship with cross-border or e-commerce transactions switched off until you enable them in the bank's app.
  • Foreign-currency and online limits. Under the Central Bank of Azerbaijan's rules, issuers set transaction limits and risk controls for security. If a foreign charge exceeds your per-transaction or online limit, it is blocked. The Central Bank also classifies some instruments as small-value — where monthly top-ups and the stored balance stay within AZN 300 — and cards issued without full identification can be restricted to domestic use only.
  • 3D Secure authentication failures. Azerbaijani law generally requires strong customer authentication for remote electronic payments, tied to the amount and the payee. If the one-time code never arrives, or the card is not enrolled in 3D Secure, the payment cannot complete.
  • Merchant region checks. Some international services check the issuing country or currency of your card and refuse cards outside their supported regions.

On top of this, note that qualifying electronic services bought from abroad by individuals not registered with the tax authorities are subject to 18% VAT in Azerbaijan. From 1 September 2026, non-resident digital-service suppliers crossing USD 10,000 in annual Azerbaijan turnover must register for that VAT. This is a tax on qualifying services — not a charge on every card payment, and not a card fee.

How a Coinepay virtual card helps

Coinepay issues virtual cards designed for online spending. Each card comes with its own card number, expiry date and CVV the moment it is created, so you can pay without waiting for a physical card in the post. Cardholders use Coinepay cards to pay for advertising, AI subscriptions, software and online shopping. Everything is managed from a 24/7 self-service dashboard and the Coinepay mobile app on iOS and Google Play. Card issuance and fund services are provided by licensed partner financial institutions.

For businesses running paid ads, Coinepay lets you issue a dedicated virtual card for each ad account — for example Facebook, Google or TikTok — and set a custom spending limit per card, which keeps budgets separate and easier to reconcile.

Whether a specific merchant accepts any given card depends on the merchant. Some international services restrict card types or issuing regions. If a service lists such a requirement, contact Coinepay support to confirm your card meets it before you buy.

Step 1: Register and verify your identity

Start by creating a Coinepay account or downloading the app from the App Store or Google Play. You must register and complete identity verification (KYC) before using card services. Use your real identity and real billing details — this matters, because weak or mismatched information is one of the reasons online payments fail.

Have a government-issued ID ready and follow the prompts. Note that some services are not available in every jurisdiction, and virtual-asset-related services are not available to residents of mainland China.

Step 2: Add funds to your account

Once verified, add funds using the methods shown in your dashboard, then create a virtual card. The card number, expiry and CVV appear immediately in the app. Keep enough balance on the card to cover the charge plus any applicable taxes such as the 18% VAT that can apply to qualifying foreign digital services.

Step 3: Use the card at checkout

  1. At the merchant's payment page, choose to pay by card.
  2. Enter the card number, expiry date and CVV from your Coinepay app.
  3. For the billing address, enter your real details exactly as registered.
  4. Complete any authentication step the merchant presents.
  5. Confirm, then check the transaction status in your Coinepay dashboard.

For recurring subscriptions, the merchant stores the card and charges it each billing cycle, so keep the card funded to avoid an interrupted service.

Popular services people in Azerbaijan pay for

  • AI tools — subscriptions such as ChatGPT Plus, Claude Pro and similar assistants.
  • Software and productivity — design, developer and cloud tools billed monthly or yearly.
  • Advertising — Facebook, Google and TikTok ad accounts, each on its own dedicated card.
  • Online shopping — international stores and marketplaces that bill in foreign currency.

Prices for these services vary by region and plan. Always check the product's official pricing page before you subscribe, and remember that VAT may be added for qualifying digital services.

Troubleshooting declined payments

SymptomWhat to check
Payment declined immediatelyConfirm the card has enough balance for the charge plus any tax, and that the card is active in your dashboard.
Authentication code not completingA missing or failed authentication step blocks remote payments. Make sure your app notifications are enabled and you approve the prompt promptly.
Billing details rejectedRe-enter the name and address exactly as they appear on your verified Coinepay profile — mismatches trigger fraud checks.
Merchant refuses the cardSome services restrict card types or issuing regions. Contact Coinepay support to confirm your card meets the stated requirement before retrying.
Repeated failures on one siteTry again later, then reach out to support with the error message and approximate time so the transaction can be reviewed.

If a payment still will not go through, open a ticket with Coinepay support or reach the team on Telegram. You can also learn more about the service on the Coinepay home page.

Stay within the rules

Use the card for genuine purchases under your own identity, and keep records for any business or tax reporting you are required to file in Azerbaijan. Never use fake billing details or attempt to disguise your location to get around a merchant's regional rules — doing so breaks the merchant's terms and can get the payment or your account blocked. Paying honestly with correctly matched details is also the most reliable way to get international charges approved.

FAQ

Why does my Azerbaijani bank card get declined on foreign websites?

Common reasons include international or online payments being switched off by default, per-transaction or online spending limits, a failed 3D Secure authentication step, or the merchant rejecting your card's issuing region. Checking each of these usually reveals the cause.

Do I need to verify my identity to get a Coinepay virtual card?

Yes. You must register and complete identity verification (KYC) before using card services. Use your real identity and real billing details, since mismatched information is a frequent reason online payments fail.

Will the Coinepay card work for my AI or software subscription?

Coinepay cards are made for online payments like AI subscriptions, software, advertising and shopping, but whether a specific merchant accepts any given card depends on the merchant. If a service lists card-type or region restrictions, contact Coinepay support to confirm before you buy.

Is there tax on international subscriptions paid from Azerbaijan?

Qualifying electronic services bought from abroad by individuals not registered with the tax authorities are subject to 18% VAT in Azerbaijan. This is a tax on qualifying services, not a Coinepay card fee. Keep your balance high enough to cover the charge plus any tax.

Can a business use separate cards for different ad accounts?

Yes. Coinepay lets businesses issue a dedicated virtual card for each ad account, such as Facebook, Google or TikTok, and set a custom spending limit per card to keep budgets separate and easier to reconcile.
