Oracle Cloud Infrastructure (OCI) is a metered cloud platform: instead of a flat monthly plan, you add a payment method, then pay for the resources you use. This guide walks through what Oracle asks for at sign-up and upgrade, how to add a card in the Console, and the most common reasons a card is declined. It covers OCI accounts and infrastructure usage, not Oracle Fusion applications or third-party Marketplace subscriptions.

Before you begin, there is an important restriction you need to understand about Oracle's card rules, so please read the next section carefully.

Important: Oracle's card restrictions for Free Tier sign-up

According to Oracle's Cloud Free Tier FAQ, sign-up accepts credit cards and debit cards that work like credit cards, including eligible Visa, Mastercard, Discover and American Express cards. Oracle's published policy explicitly excludes PIN-required debit, virtual, single-use and prepaid cards for Free Tier sign-up.

Because Oracle lists virtual cards among the excluded types, you should not assume a virtual card will pass Oracle's checks. Coinepay does not state which network, bank or card category applies to your card, so the safe step is to confirm first. Contact Coinepay support to confirm your card meets Oracle's requirement before you try to sign up. You can reach the team from the support page or Telegram. If your card is not eligible for Oracle Free Tier sign-up, do not try to disguise the card type or your location — Oracle's own screens warn against masked location or identity.

Note: for paying an already-issued, open OCI invoice, Oracle's Console documents credit card or PayPal (subject to country availability and a Console-payment limit of less than US$100,000). That invoice flow is different from the Free Tier sign-up card rules above.

What you need before you start

  • A registered, identity-verified Coinepay account. If you do not have one yet, create an account and complete KYC first. You can manage everything from the dashboard or the iOS and Android apps.
  • Your real identity and real billing address — the same details registered to your card. Oracle verifies identity, email and phone at sign-up.
  • Enough available balance on the card to clear Oracle's verification holds. Oracle documents a US$1-equivalent authorization at Free Tier sign-up and a US$100-equivalent authorization at upgrade. Oracle reverses these, but your bank decides when the reversal appears.
  • A clear picture of which plan you want (see below).

Oracle Cloud plans at a glance

OCI billing is usage-based rather than a fixed subscription fee, so the amount you pay depends on what you run:

  • Oracle Cloud Free Tier — includes Always Free resources at $0 within their limits, plus a Free Trial with up to US$300 in eligible credits for 30 days. Unused trial credits expire. The US$300 credit is available only in select countries.
  • Pay As You Go — no upfront commitment or minimum prepayment; you are charged for metered use above the Always Free allowances.
  • Monthly Flex / Monthly Universal Credits — a committed-credit option that Oracle says may be discounted according to the commitment and duration.
  • Annual Universal Credits — a contracted annual commitment, typically billed in advance, with overages billed separately.

OCI resource rates are per-use. As one example from Oracle's May 1, 2026 global price list, Standard E4 compute was listed at US$0.0250 per OCPU-hour plus US$0.0015 per GB-hour of memory — these are resource rates, not a subscription price. Local-currency checkout amounts for the UK, EU, Japan and other markets depend on your account currency, contract and taxes, so always confirm the figure on Oracle's official pricing page before you commit.

Step by step: Free Tier sign-up

  1. Go to Oracle's Cloud Free Tier page and start the sign-up.
  2. Choose your country, then complete identity and email verification. Use your real country and details.
  3. Select your home region carefully — it generally cannot be changed later — and enter your address and phone number.
  4. At the payment step, choose Add payment verification method → Credit Card. Enter the card number, expiry and CVV exactly as shown in your Coinepay app, and make sure the billing address matches your card record.
  5. Select Finish, accept the terms, then choose Start my free trial.

Oracle says the verification hold is temporary and the card is not charged for cloud use unless you upgrade the account.

Step by step: upgrade to Pay As You Go

  1. In the OCI Console, open Billing & Cost Management → Billing → Upgrade and Manage Payment.
  2. Accept the terms and confirm the Pay As You Go upgrade.
  3. To add or change a card here, use Upgrade and Manage Payment → Change Payment Method.

Oracle notes that completing an upgrade can take a day or two, and that a US$100-equivalent authorization may apply. Your invoices and billing records stay under Billing & Cost Management → Billing.

Troubleshooting a declined card

Some users report "Error processing transaction" at sign-up, and the on-screen message lists possible causes such as incomplete or inaccurate information, masked location or identity, and attempts to create multiple accounts. A March 2026 user also reported "Your credit card has been declined" at upgrade with a prompt to check with the bank about online transactions. There is no single confirmed cause for every failure, but work through these:

Card type not accepted

As covered above, Oracle's Free Tier rules exclude virtual, single-use, prepaid and PIN-only debit cards. If this is the blocker, contact Coinepay support to confirm your card's eligibility before retrying; do not attempt to misrepresent the card.

Insufficient balance for the hold

Make sure your card has enough available funds to clear the US$1-equivalent (sign-up) or US$100-equivalent (upgrade) authorization. If the balance is too low, the authorization fails. Top up in the Coinepay app and try again.

Billing address mismatch

Enter the exact billing address, name and postcode tied to your card. A mismatch is a common decline trigger. Check your card details in the Coinepay dashboard and correct any typo.

3-D Secure or bank verification

If Oracle triggers an extra verification step, approve it promptly through your Coinepay app notifications. An expired or ignored prompt shows as a decline. Check the app for any pending confirmation.

Region and identity checks

Oracle verifies that your identity and location are complete and accurate. Use your real details that match your account and card. Capacity limits and country availability also apply — the US$300 credit is offered only in select countries, and Free Tier is not available in US Government Cloud regions.

If the card continues to fail after these checks, confirm with Coinepay support that the card is suitable for this merchant, and verify with Oracle that your account and region details are in order. Oracle also notes that account deletion stops billing only once the request is duly processed, and that unused prepaid Annual Universal Credits are nonrefundable at the end of the credit period.

FAQ

Does Oracle Cloud accept virtual cards?

Oracle's Free Tier FAQ lists virtual, single-use, prepaid and PIN-only debit cards as excluded for sign-up, accepting credit cards and debit cards that work like credit cards. Because card eligibility is not guaranteed, contact Coinepay support to confirm your card meets Oracle's requirement before you try to sign up.

Will Oracle charge my card when I start the free trial?

Oracle says the card is not charged for cloud use unless you upgrade the account. It does place a temporary authorization — about US$1-equivalent at sign-up and US$100-equivalent at upgrade — which Oracle reverses, though your bank decides when the reversal appears.

Why do I see "Error processing transaction" at sign-up?

Oracle's on-screen message lists causes such as incomplete or inaccurate information, masked location or identity, or attempts to create multiple accounts. Use your real identity, country and billing address, make sure your card is eligible, and ensure it has enough balance for the verification hold.

How do I change the card on my Oracle Cloud account?

In the OCI Console, go to Billing & Cost Management → Billing → Upgrade and Manage Payment, then choose Change Payment Method. Your invoices and billing records are also under Billing & Cost Management → Billing.

How much does Oracle Cloud cost?

OCI is usage-based, not a fixed plan. Always Free resources are $0 within limits, and the Free Trial offers up to US$300 in credits for 30 days in select countries. Pay As You Go charges for metered use. Local-currency amounts vary, so check Oracle's official pricing page.
